A useful Stars program connects evidence, priorities, responsible people, and follow-through. This playbook offers an operating framework, not a promise of a particular rating.

Start with trusted inputs

An AdherenceStar planning approach: keep a dated inventory of accepted enrollment, pharmacy, medical, and laboratory inputs. Record unresolved matching or validation issues before distributing a worklist. A clean-looking dashboard cannot resolve a missing source.

Prioritize a specific next action

For each opportunity, write the relevant measure, the evidence still needed, the responsible team, and the practical deadline. Compare feasible actions within the same planning horizon rather than ranking every gap by one number.

Plan for policy changes

The April 2026 final rule retains the historical reward factor for 2027 rather than implementing the proposed EHO4all/HEI reward. It also changes the future measure set and adds Depression Screening and Follow-Up beginning with measurement year 2027 and Star Ratings 2029.

Calculation & licensed content

Licensed PQA specifications and drug lists; production value sets; NCQA-licensed Part C implementation and reconciliation. Built calculations remain provisional until the relevant verification is complete.

Outreach channels & agent

SMS, voice, mail fallback, human-approved multi-channel sequencing, and the common send engine. Member-app push is deferred. Delivery depends on channel readiness and applicable agreements.

Data intake & scale

X12 834 enrollment and NCPDP pharmacy intake. A faster relational read layer is a conditional future option only if a specific workflow needs it.

Part C & policy maintenance

Part C cut-point history and in-year pace, Part C research chat and aggregate agent tools, plus annual published cut-point refresh. Current CMS policy takes precedence over older roadmap assumptions.

Readiness work remains

Deployment & assurance

Dedicated deployment validation, additional environment protections, foundational and hosting agreements, external penetration testing, and incident-response rehearsal. No certification or completed-assurance claim is made here.

Conditional / recurring

Governance as the product grows

SOC 2 Type II engagement when required by customers; independent code-owner review at the first engineering hire; recurring regulatory review. These are future governance activities, not present credentials.

Built does not necessarily mean production-ready. Licensed measure content, reconciliation, agreements, and operational readiness must be verified for the intended use. These educational sites make no claim of HIPAA certification, SOC 2 attestation, or HEDIS certification.

Can an agent act without the plan?

The planned outreach-agent story is human-approved and plan-controlled. It is not a claim that autonomous sending is available today. The roadmap separates sequencing, channel delivery, and readiness prerequisites.

What remains planned for Part C?

Open stories include broader cut-point history and in-year pace, licensed specification validation, and Part C research-chat and agent access. Some Part C calculation and workflow code is built but remains provisional.

Is AdherenceStar certified for HEDIS reporting?

These sites make no certification claim. The repository describes an analytics and targeting product, with licensing, validation, and production-readiness work still open. Confirm readiness and contractual scope before production use.
